为贯彻落实国务院办公厅《关于逐步推行免费学前教育的意见》，保障公办幼儿园大班保育教育费免除政策顺利实施。根据《安徽省非税收入管理条例》《幼儿园管理条例》《幼儿园收费管理暂行办法》等规定，财政、教育部门联合对域内公办幼儿园收费管理进行全面规范，截至10月底，全市198所公办园全部纳入管理。

明确实施范围

公办幼儿园保教费、住宿费属于中央设立的行政事业性收费项目。各级各类公办幼儿园按规定收取的保教费、住宿费统一纳入政府非税收入管理（不包括自2025年秋季学期起，免除的公办幼儿园学前一年的在园儿童保育教育费），全额缴入同级财政国库或财政专户，严格实行“收支两条线”管理。

全部纳入管理

各县区及时梳理公办幼儿园名册，督促指导归口管理幼儿园于10月底前全部纳入同级财政管理。截至目前，已缴入同级财政国库或财政专户保教费、住宿费9439.08万元。

实现全面清零

财政部门与教育部门充分做好数据对接，认真排查做好基础信息维护，确保公办幼儿园保教费、住宿费全部通过财政非税收入收缴信息系统缴库，并逐笔开具非税收入电子一般缴款书。
